
When in 1985 created the National Drug Plan, the map of the care of drug addicts in our country was a virtual wasteland. Nearly two decades later, we can speak of a dense and dynamic health care network in which, with the asymmetries that can be imagined, most people with problems of drug abuse are an appropriate response to their needs. The National Board for Prevention and Repression of Illicit Traffic and Abuse of Drugs, was established by Executive Order in July 1988. Reports directly to the Presidency of the Republic and integrates different portfolios to ministers working in this area. Its tasks include the reduction of supply and demand of drugs, reduction in crime to the extent of the problem, the creation of a network to assist addicts and, coordination and cooperation among agencies and institutions with competence in this area .
Many people do not understand why some people become addicted to drugs or how drugs change the brain so that it promotes compulsive drug abuse. They mistakenly view drug abuse and addiction are strictly social problem and may characterize addicts as morally weak. Another common belief is that drug abusers should be able to stop using drugs are only willing to change their behavior.
